“Radiative cooling” is a phenomenon in which something cools down by emitting heat to the outside.

For example, some of you may have had the experience of sleeping on a cold night with your futon tightly covered and staying warm until the morning, but instead sleeping without covering yourself with the futon and feeling cold.

Same as in this case, if the weather is cloudy from night to morning, the clouds will act like a blanket, making it difficult for heat near the ground to escape to the sky, making it less cold. On the other hand, when the wind is weak and the weather is sunny, there are no clouds to act as a blanket, so the heat near the ground escapes into the sky, making it colder.
