TEMPO.CO, Jakarta – Israel and United States of America including 14 countries rejecting the informal ceasefire plan or truce proposed by Jordan at the UN General Assembly session, 27 October 2023, to address humanitarian problems in Gaza as a result of the Israeli attack.
A total of 120 members, including Indonesia, supported it, 45 countries abstained and 14 countries opposed it. The draft passed as a resolution because it was supported by 2/3 of the members PBB.
The fourteen countries that rejected the draft were Israel and its main allies, the United States, Austria, Croatia and the Czech Republic, as well as 9 other countries namely Fiji, Guatemala, Hungary, Marshall Islands, Micronesia, Nauru, Papua New Guinea, Paraguay and Tonga.
Meanwhile, a number of Western countries such as the Netherlands, England, Poland and Denmark, as well as Australia chose to abstain.

In Indonesian, thands and ceasefire translated as truce. Truce rather an informal truce that does not bind the disputing parties, on the contrary ceasefire is a truce agreed upon by the disputing parties, so they are bound to abide by it.
Ahead of the vote on the Gaza humanitarian pause resolution, Jordan, which submitted the resolution, refined its initial draft so that it could be supported by 2/3 of the total members of the UN General Assembly. The trick is to change the call “ceasefire” with “humanitarian truce” (humanitarian pause) ongoing.
Jordan also added the phrase “the release of Israelis and foreigners detained by Hamas must be carried out without conditions”.
However, Canada saw Jordan’s steps as insufficient, because it did not mention Hamas by name.
The Jordanian draft also does not refer to Israelis held by Hamas as “hostages,” but instead uses the phrase “they are being held illegally as prisoners.”
Canada, and also the United States, considers the reluctance to mention Hamas’ name to be the same as magnifying Hamas.
Canada later amended Jordan’s draft to include the name Hamas and refer to those held by Hamas as hostages.
The Canadian version of the draft resolution was supported by 88 countries, but was opposed by 55 countries, including Indonesia, while 23 others abstained.
Because the provisions of the UN General Assembly require 2/3 of the total members to support a draft resolution in order for it to be passed as a resolution, Canada’s draft failed to become a resolution.
Members of the General Assembly had to choose between supporting Jordan’s draft calling for a humanitarian pause without mentioning Hamas, or opposing this draft, or abstaining. This draft was ultimately accepted as a resolution.
