The Comprehensive Health Insurance Law: Providing Accessible Medical Services for All Citizens

The Comprehensive Health Insurance Law aims to provide the necessary medical services to citizens in a social solidarity system, with the participation of all members of society. The law includes a number of powers for the “General Authority.” For comprehensive health insurance“, provided that it has a legal personality and an independent budget, is subject to the general supervision of the Prime Minister, and has its main headquarters in Cairo, and it may establish branches in all governorates.

The law stipulates that any health care service provider, beneficiary, or employee in the Authority who intentionally submits false claims or claims for services that are not true shall be punished by imprisonment for a period of not less than one year and a fine of not less than one hundred thousand pounds and not exceeding two hundred thousand pounds, or by one of these two penalties. Services are provided or allowed to non-subscribers to obtain services unlawfully.

The Authority is responsible for following up on the treatment of the insured at any of the health service providers provided by the system until they are cured, their condition stabilizes, or their incapacity is proven. The insured has the right to choose treatment agencies from among the entities contracting with the Authority to provide the service according to the specified referral levels.
