INSEE Study Shows Burgundy-Franche-Comté’s Resilience Against Monetary Poverty

Burgundy-Franche-Comté is one of the regions of France least exposed to monetary poverty, according to an INSEE study. With a poverty rate reaching 12.8%, compared to 14.4% in mainland France, it ranks fourth, behind Pays de la Loire, Brittany and Auvergne-Rhône-Alpes. This “performance” is explained in particular by the relatively high level of social assistance which helps to alleviate monetary insecurity. “Redistribution mechanisms lead to a net reduction in poverty, of around 36%. The redistributive effect is more marked than in mainland France (34%) due to a greater concentration of income around the poverty threshold,” analyzes INSEE.

Across Saône-et-Loire, the poverty rate also stands at 12.8%, a level lower than that of other departments such as Nièvre (15.5%) or the Territoire de Belfort ( 14.8%). But the department must nevertheless deal with several weaknesses. Thus, the median annual standard of living in euros per consumption unit is below the national average (21,520 for Saône-et-Loire, compared to 22,400 in France). Furthermore, the situation seems particularly difficult for certain territories if we broaden the definition of poverty to non-monetary indicators (levels of training, access to medical care, single-parent families, etc.).
