Vice Chairman Li Hongzhong presided over the meeting. 158 members of the Standing Committee attended the meeting, and the number of attendees met the quorum.
From June to September this year, the Standing Committee of the National People’s Congress carried out inspections on the enforcement of the Wetland Protection Law and the Science and Technology Progress Law. The meeting heard a report from the Standing Committee’s Law Enforcement Inspection Team on inspecting the implementation of the Wetland Protection Law made by Ding Zhongli, Vice Chairman of the Standing Committee of the National People’s Congress. The report introduces the implementation of the law and the main existing problems, and puts forward opinions and suggestions to strengthen the implementation of the law: strengthen overall coordination and strictly implement statutory responsibilities; strictly enforce the law and ensure the rigidity and authority of the law; strengthen support and guarantees to comprehensively improve the level of wetland protection and restoration; Improve supporting laws and regulations, weave a dense legal network for wetland protection; carry out in-depth publicity and education, and promote the formation of a good pattern of diverse and co-governance.
The meeting heard the report of the Standing Committee’s Law Enforcement Inspection Team on inspecting the implementation of the Science and Technology Progress Law made by Cai Dafeng, Vice Chairman of the Standing Committee of the National People’s Congress. The report introduces the basic situation of law enforcement inspections and the effectiveness of legal implementation, points out the main existing problems, and puts forward opinions and suggestions for strengthening legal implementation: increase publicity and implementation to ensure that the legal system is effective; strengthen top-level design and planning to enhance the overall effectiveness of the innovation system ; Improve the new national system and accelerate the research on key core technologies; strengthen basic research capabilities and lay a solid foundation for building a scientific and technological power; accelerate the reform of institutional mechanisms and improve the basic system of scientific and technological innovation; coordinate central and local innovation resources to support the development of regional scientific and technological innovation.
The meeting heard a report on the reform of the examination and admissions system made by Minister of Education Huai Jinpeng on behalf of the State Council. The report introduces the progress and effectiveness of the reform, the situation and challenges faced, and proposes next steps to consider: striving to expand high-quality higher education resources; optimizing the enrollment scale and methods of primary and secondary schools; steadily improving the reform support capabilities of the central and western regions; deepening the content of the high school and college entrance examinations Reform; deepen the reform of education methods in ordinary high schools; deepen the reform of comprehensive quality evaluation in high schools; improve the form and content of the vocational education college entrance examination; strengthen the selection and training of top innovative talents; strengthen the external environment management of the college entrance examination reform.
