The Ministry briefed visitors to the exhibition on a group of systems, projects, artificial intelligence initiatives, and digital services, the Ministry of Finance’s generative artificial intelligence platform (ChatGPT), “Metaverse,” the digital procurement platform, “Metaverse,” the federal asset tracking systems, the suggestions platform, and the violations reporting service. The Ministry organized a discussion session entitled “Ministry of Finance Initiatives in the Field of Artificial Intelligence,” presented by the Director of the Information Technology Department, Mishal bin Hussein, during which he reviewed the “Ministry of Finance Metaverse,” through a prototype of the digital procurement platform, which allowed the public to explore products and services to facilitate the enhanced customer journey. Digitally, it presented how to improve the platform for communication between government customers, through a number of things, such as “Hessa”, which is an intelligent digital assistant (chat robot), that can guide the user on how to complete certain tasks or provide information and provide a group of other assistance that will improve the user experience. In the system, via voice or written commands, there is also a “step-by-step” digital guide, which is a new feature that has been implemented in the digital purchasing platform, so that it guides the user step-by-step on how to carry out purchasing procedures.

The federal asset tracking system was reviewed via the “Metaverse” technology, which comes from the Ministry of Finance’s keenness to accurately inventory and record all the assets of the federal government in the financial statements, and aims to provide a comprehensive picture of all the federal government’s movable and immovable assets, so that the financial statements show the size and value. The system has been implemented at the federal government level in 24 entities, including the Ministry of Finance. The system is distinguished by being integrated with federal systems, from the federal procurement system to the federal financial system. The other initiative is “GPT Chat – Ministry of Finance”, which is a generative artificial intelligence platform, which was presented to the public through a prototype of a chatbot program. It aims to revolutionize customer service, enable the ministry to provide effective support to its customers, and benefit from artificial intelligence technologies to improve service delivery, engage citizens, and meet the needs of the digital age.

Through its platform within the federal government, the Ministry reviewed the “Electronic Suggestions Platform,” which targets the government, the business sector, and individuals, and the “Confidential Violations Reporting Service” that affects the Ministry, as it provides a safe and confidential communication channel for all stakeholders associated with the Ministry, whether its employees, clients, or Its suppliers or partners by informing them of violations that have occurred or will occur at the Ministry.

The Ministry also reviewed the “Registering Suppliers in the Federal Suppliers Register” service, which aims to develop the comprehensive service provided to the business sector, and display the benefits provided to suppliers, and the “Collecting Public Revenues and Public Funds” service directed to the government sector, which was developed in 2022.

The “confidential reporting” service is provided through the Internal Audit Office at the Ministry of Finance, through an electronic system and a smart application for the service that allows whistleblowers to fill out the electronic form for the service.

The service aims to combat corruption and financial or administrative fraud, of all kinds, in accordance with the Ministry’s competencies, preserve its assets and property, create a model work environment, enhance transparency, integrity and honesty, encourage employees and partners to speak out about suspicious and wrong practices without fear of negative consequences, and build a culture. A strong institutional institution for employees and stakeholders concerned with combating fraud as a fundamental pillar of the governance system at the Ministry of Finance, and ensuring the confidentiality and protection of the whistleblower’s identity with regard to violations that have occurred or will occur in the Ministry. The “Collecting Public Revenues and Public Funds” service also allows federal agencies to collect the required receivables for the state, develop claim, implementation, settlement and collection procedures, and ensure the sustainability of the federal government’s financial resources.

Previously, the federal authorities collected the required receivables for the state from debtors, and in the event that it was not possible to collect these receivables, the file was referred to the Ministry of Justice, but now the application is made through the website of the Ministry of Finance, or via the smart phone application, and the federal authorities can resort to this service. When it is unable to collect the debt from the debtor, the file and all documents related to the debtor are referred to the Ministry of Finance to legally replace the federal entity to demand or settle the debt and take all necessary legal measures to collect the debt, by submitting the application electronically through the electronic system for collecting revenues and public funds. Then submit a request to refer the debt file to the Ministry of Finance, and then the Ministry of Finance has the right to accept or reject the file referred to it, and legally replace the creditor party, so that the debtor and the creditor party are automatically notified of the status of the file, and the Ministry of Finance takes enforceable legal measures.

Internal suggestions portal

The Ministry of Finance has offered another service called “Suggestion”, which is the Ministry of Finance’s internal proposals portal. The screens of this system are easy to use and follow, and there is a tool to evaluate proposals with complete objectivity and impartiality, and instructions for submitting proposals, with the option of submitting proposals collectively/jointly or through Voice recording, and the instant chat feature allows using Microsoft Team to discuss proposals directly through the platform pages. The internal system “Suggestion” was linked to the portal of the National Customer Relations Management Program (NCRM), which contributes to unifying the evaluation and follow-up mechanism for proposals received from inside and outside the Ministry.
