The association of elected officials welcomes the announcement of the opening of the status of housing organizing authority to the Departments.

During the 83rd congress of the Housing Movement, organized by the Social Union for Housing, the Government announced its intention to engage in work with communities to achieve greater decentralization of housing policy, which could materialize by a law in the first half of 2024.
The French Departments welcome these announcements with interest but are awaiting details on the dedicated resources and their content. François SAUVADET, President of DF, had already clarified this during his meeting with Patrice VERGRIETE, Minister of Housing.
Strengthened by their central role in terms of territorial and human solidarity, the Departments are directly concerned by housing issues. Already active through departmental housing plans, departmental public housing offices or even the delegation of aid for stone, they aspire to strengthen their role in facilitating the production and renovation of housing by better adapting the systems to the reality of the territories.
In this sense, they welcome the announcement of the opening of the status of housing organizing authority (AOH) to the Departments. This is an essential measure to ensure equity and coverage of all territories. This status must at the same time be revisited to be accompanied by real skills (zoning, transfer of aid to real estate, etc.) and new financing. As current national resources are far from being up to the task of curbing the housing crisis, their simple transfer cannot be an answer.
Finally, the Departments take note of the progress announced during the Hlm congress on the financing of the energy renovation of social housing and on the rates of subsidized loans from the Banque des Territoires.
