The Task Force teams, through a report published by the site Top infos Gabon, revealed that the company SOBEA in charge of carrying out the work had overinvoiced on the unit prices of the site.

Pierre Duro (head of mission of the Task Force) and his teams also noted the payment of services not provided in complicity with the CIRA MALI control mission and the UCET teams. As a result, the report continues, out of the 40 billion CFA francs made available by the Development Bank of Central African States (BDEAC), a disbursement of more than 30 billion CFA francs was made with an evaporation of more than 15 billion CFA francs.

According to information relayed on the Top Infos Gabon website, an amount of 15 billion was embezzled during the housing construction project in Bikelé. The Task Force report explains that: “ the 15 billion CFA francs were used to pay for wine cellars, purchase equipment for political needs, etc. “. The Task Force also underlined that this money was also used to pay bonuses to civil servants, excessive operating expenses and recruitment of consultants, and ineligible project expenses.

All this in a context where contracts were distributed without respect for tender procedures with the certain risk of compromise and the absence of rigor in monitoring project work. As a result of all this mismanagement, the project was essentially diverted from its purpose. Of the 1,100 housing units planned, only 250 are currently under construction.

Remember that it was since September that the Task Force was relaunched by the president of the transition Oligui Nguema.
