In Thionville, live broadcasting of municipal meetings dates back to the mandate of Bertrand Mertz (2008-2014). A system maintained by Anne Grommerch and even extended by the current mayor, Pierre Cuny, to the Portes de France-Thionville urban community which he chairs. For the elected official, the broadcasting of these political debates on the Youtube platform would only pursue a noble interest: “It is the expression of democracy as an open book. This is not political politics, we are not in the idea of making these images opposable. From my point of view, the more transparent the better. »
Pierre Cuny also sees in this recording a tool to break with the austere image sent by local politics. He himself agrees: before his first steps in the municipal arena in 2008, he was unaware of this body. “I didn’t even know that we could attend a municipal council meeting… With these videos, we get out of this closed-door appearance that weighs on our meetings. »
Audience
The retransmission of advice has never suffered from a technical problem following a massive connection of “telecitizens” from Thionville. If the image does not saturate, it is because of the very limited audience of these exchanges between elected officials: “This ranges from 25 people for very technical advice, without much political interest, to 250 spectators when the subjects discussed are reveal more controversies,” explains the mayor. Who agrees: “Yes, that doesn’t seem like much. But we should not deprive ourselves of this channel of information. »
Subtitles
This is a specificity of Thionville: these municipal and community councils have been accessible to the hearing impaired since 2016.
An interpreter translates these exchanges into sign language in an inlay dedicated to the image: “This is fully in line with our disability policy. » The City allocates a budget of €3,000 each year to the association in charge of these subtitles.
