If something transcendental in infrastructure has been done in Cesar, it is the construction of SENA headquarters, with the support of the municipalities and the department. This entity is of our greatest pleasure and recognition and we make all the calls from our pages to ensure that it has all the good budget and good management that it requires.
The Ethnic SENA has been inaugurated in the city of Valledupar, which represents a significant advance for the indigenous and Afro-descendant peoples of our region. The establishment is actually a regional center since it will serve Arhuacos, Koguis, Wiwas, Kankuamos, Yukpas, Chimilas, Wayuu. In addition to the Afro-descendant population in the south of La Guajira and areas of Cesar and Magdalena.
Also some small communities from other regions such as the Ingas (from Putumayo, settled in Valledupar about 40 years ago) and the Zenúes (from Córdoba).
It was located not in the Sierra, but in Valledupar, as it was a site with sufficient population and access to all the mentioned towns.
They, through their authorities, have been attentive to its design and construction, – explains that there have been delays due to the adjustments they requested, as well as SENA – and given that due to a lack that we believe in good faith is coordination, it is not Neither SENA nor the Ministry of the Interior, which invited the ceremony, were present, judging by the photograph of our photojournalist Joaquín Ramírez.

We took the opportunity to ask ourselves what happened to the Arhuaco Interpretation Center of Pueblo Bello that Comfacesar had been operating, having become a recreational site that offered visitors certain ancestral indigenous knowledge, and that the municipal mayor Danilo Duque took away from the Caja to install a university or similar. It seems to be a mayoralty, since the municipality was left without one and the other.
A rectification
It is what the brothers Carlos and Jaime Arce have formally asked us for, due to the reference made, in a political note, to “questioned businessmen” for their monopolistic condition in health services (IPS). We have had good business relationships with their companies as advertisers and advertising suppliers. It was not referred to in a pejorative or moral way. Whoever has a significant degree of control in a market segment is always questioned and that is the case of Mr. and Mrs. Arce. This situation is also said, to give an example, of Claro, with guarded proportions due to its scope, and it defends itself by saying that it is because it is better technology in communications, efficiency and its economy of scale.
We appreciate that during Covid the high number of available ICU beds in Cesar, compared to other departments, was mainly due to the previous efforts of the Arce family. Now, getting into politics for businessmen, as the brothers do directly, has its exposure and its risks when there are so many interests at stake with the departmental government, in possible conflict or favoring.
