Government Implements Voluntary Commission to Boost Federal Budget in 2023 through Donations from Non-Governmental Organizations and Foreign Companies in Russia

In 2023, the federal budget should receive 114.5 billion rubles. in the form of gratuitous proceeds from non-governmental organizations and foreign companies selling assets in Russia. This assessment is contained in the explanatory note to the draft federal budget for 2024 and the planning period 2025-2026, RBC writes with reference to the document.

The federal budget item “Free receipts from non-governmental organizations” began to be replenished with billions in fees from December 2022. This was due to the fact that the authorities introduced a “voluntary” commission for the sale of assets in Russia.

The voluntary nature of the contribution meant that it was not an unconditional obligatory payment. However, without consent to make a contribution, a special subcommittee of the government commission on foreign investment may not approve the sale of an asset to a resident of an “unfriendly” country. At the same time, the government did not specify who should pay the fee – a foreign seller or a Russian buyer. At the same time, the US sanctions department OFAC obliged American companies to obtain special permission to make such a payment, otherwise it would be considered a violation of sanctions.

As of September 22, the amount of gratuitous revenues to the federal budget amounted to 73.3 billion rubles. Another 3 billion was collected for the treasury in December 2022. Nevertheless, in 2024, revenues from businesses leaving Russia will collapse to 2.1 billion rubles, and in 2025-2026 they are not expected at all, as follows from the materials for the draft budget.
