The New York state government announced this Tuesday the adoption of a series of environmental protection standards that will be completely mandatory in a few years, which set limits on carbon emissionsin the processes to produce concrete used in public transportation projects.
Executive Order 22 under Governor Kathy Hochul’s “Lead by Example” plan requires state agencies to collect specific data on common building materials, including concrete, which will be used to set lower limits on greenhouse gas emissions from concrete, from 2027.

By setting mandatory emissions limits for concrete used in state-funded projects, it creates a clear system to reduce greenhouse gas emissionsin all fields.
Concrete is the most used construction material in the world and one of those that produces the most carbon emissions.

This step is part of the New York government’s partnerships with the Joe Biden Administration, on the path to clean energy plans.

The State is working to provide concrete producers with the technical assistance they need to meet the requirements of the new guideline. ‘Buy Clean Concrete’.
They will only apply to contracts of state agencies exceeding $1 million, involving the use of more than 50 cubic yards of concrete, or Department of Transportation contracts that exceed the $3 million, including at least 200 cubic yards of concrete.
The guidelines include exceptions for emergency projects and those that require high-strength, fast-curing concrete.
To reduce greenhouse gas emissions and improve air quality, New York also adopted zero-emission vehicle regulations, including a requirement that all new passenger cars and trucks sold in the state will be zero emissions by 2035.
New York State’s nationally leading climate agenda calls for an orderly and just transition that create family-sustaining jobs, continue to foster a green economy in all sectors and ensure that at least 35 percent, with a goal of 40 percent, of the profits of the clean energy investments are directed to disadvantaged communities.
