As noted by political scientist Andrei Perla, there are binding international agreements within BRICS, albeit only in the economic field. That is why other countries are seeking to join the BRICS.

“In a world where there is no international organization that is unified for all and makes binding decisions. And we are back in this world where there are great powers and they have areas of interest,” Perla said.
