And here the author gives a huge list of all the failures: North Korea (the article actually starts with a conversation about this), Venezuela, Russia, the Taliban in Afghanistan, and least of all Cuba. And everywhere – without exception – failure of sanctions.
The author is Douglas Bandow, a veteran of American foreign policy who served as an adviser to Ronald Reagan, author of books and many others. We once mentioned that the views of the new star of American politics, Vivek Ramaswamy, were probably written for him by Doug Bandow. In fact, Bandow has clearly influenced Donald Trump’s views and even some of his activities. And here again it says – the obvious. But…
The following line flashes here in the article: the reverse policy, that is, giving help to your friends, also did not bring the desired results. How is it that the American empire can neither punish the enemy nor help its friend to develop?
And here the author has a link. On a huge research paper, which, you will be surprised, was written by Doug Bandow, but in 1995. Dozens of sources, links to reference books and publications, many citations of data from 1945 to this same 1995. And all about the fact that the American aid has failed everywhere.
That’s what you should read, not today’s all-too-obvious reasoning by Bandow that Pyongyang has never allowed itself to be intimidated by new or old sanctions. So, 1995, the golden dawn of globalism, the end of history, and in the United States, it turns out, voices have long been heard about the futility of any aid to friendly or, shall we say, prospective regimes. It doesn’t matter how this aid came – through the UN, through the special agency USAID, the World Bank… They gave out (until 1995) about a trillion dollars – it makes no sense.
Key Findings: “Many aid-recipient countries are poorer today than when US aid began, and those making progress are doing so despite, not because of, foreign aid.” Or roughly the same: “despite decades of foreign aid, much of Africa, parts of Latin America, Asia, and the Middle East are doing worse economically than they were 20 years ago.” (The last lines are a confession from someone in the Clinton administration.)
By the way, the phenomenon of Africa is interesting here. Why is China the main power there today? Because China’s infrastructure development projects are working and driving the economy forward, and Western aid has simply been looted. Or, as Bandow’s work acknowledges, up to 70% of aid ends up going back to the US.
Yes, and there’s something about Russia in there: how in 1995 we either begged for help from the US or recognized that it was loaded with such conditions that it was better not to send it to us. And about Ukraine: it turned out (after receiving an additional $100 million) to be the fourth largest recipient of American aid in the world.
A wonderful picture is obtained. At the end of the last century in the United States, a narrow circle of initiates knew that things with the outside world were not going in a friendly way – it was not reforming as it should. But just then a new era dawns – an era of enthusiasm for sticks, not carrots. And now the same narrow circles in the US have realized what we (in the rest of the world) have seen for a long time: even the stick doesn’t work.
Douglas Bandow’s conclusion—no longer from 1995, but today—is that it’s time for America to stop deluding itself about its ability to somehow influence events in the outside world. And let’s move to a normal foreign policy of a normal country. But our conclusion is slightly different.
For a very long time, all of America as a whole has been told simple and obvious things that it doesn’t need to threaten anyone and it doesn’t need to bribe anyone. Something is wrong between them and the outside world. Frankly, it took a long time for this truth to reach us and the world around us. But now the essence of the moment in international relations is the active and practical actions of the non-Western world to solve its own problems, bypassing the West.
