“There is not enough evidence to find the person responsible for the forest fire because the fire takes time to grow. If you ask the person responsible for the fire, he will roll his eyes and say that he and his friends left the fire yesterday and left, and the fire only started today. Sometimes a person has no idea that it was him,” said Ilya Rybalchenko.

The ecologist noted that sometimes months can pass between the actions of the culprit of the fire and the fire itself. “Ask a truck driver, and he will answer that he unloaded aerosols six months ago. The boss said it was expensive to take them to the landfill, so he left them in the forest. It was spring and not hot, but it flared up only two months later. Of course, quadcopters and drones that fly and monitor this situation are very helpful in this matter,” he explained.

Earlier, the auditor of the audit department of environmental management and agro-industrial complex of the Accounts Chamber of the Russian Federation, Sergei Mamedov, spoke about the low level of forest monitoring and administrative carelessness of regional authorities. According to him, local authorities are not coping with the elimination of fires, afraid to notify the center. In addition, no one watches the monitors and does not record fires at an early stage. The regions also lack labor and material resources.
