The Bank of Lebanon issued Intermediate Resolution No. attached to Basic Circular No. 158 dated May 15, 2023 amending Basic Resolution No. 13335 dated 8/8/2021 (exceptional measures for the gradual payment of deposits in foreign currencies).
According to the statement, the Central Bank decided the following:
Delete the text at the beginning of the first section of Article Four of Basic Resolution No. 13335 and clauses (1) and (2) of the aforementioned section and replace it with the following text:
First: Withdrawals are made from the “special branched accounts” opened according to the following:
1 – With regard to beneficiaries of the provisions of this decision before 1/7/2023/400 AED. Monthly, you pay the account holder in cash (Banknotes) and/or by transfer abroad and/or by bank cards that can be used in Lebanon and abroad and/or deposited in a new account (Fresh Account) without arranging any commission or expense. Directly or indirectly of any kind on this process, provided that the total amount that can be withdrawn, annually pursuant to clause (1), in US dollars from all banks, does not exceed the amount of 4,800 USD.
2 – With regard to customers who did not benefit from the provisions of this decision before the date of 7/1/2023: /300/ A.D. Monthly, you pay in cash (Banknotes) to the account holder and/or by transfer abroad and/or by bank cards that can be used in Lebanon and abroad and/or deposited in a new account (Fresh Account) without arranging any direct commission or expense. Or indirect of any kind on this process, provided that the total amount that can be withdrawn, annually pursuant to Clause (2) of this, in US dollars from all banks, does not exceed the amount of / 3600 / USD.
