In his last year as general director of the Federal Electricity Commission (CFE), the “eternal” Manuel Bartlett accelerated purchases and awards that would be justified only by what is commonly called “the year of Hidalgo.”
Last Friday, September 8, the State productive company formalized a contract for around 430 million pesos for the “Consolidated acquisition of switches, routers and wireless network”, as a result of a direct award procedure to the company Cúbica Tecnología SA de CV, which does not have registration as a public sector supplier or any that accredits experience.
The firm has Patricia García Tovar as its legal representative and in the CFE direct award documents, the address is apartment 401 at number 336 Francisco Petrarca Street, in the Polanco neighborhood. It is a yellow building with a ground floor and only three floors of apartments; 401 is a surveillance room that appears neglected in the highest part of the property.
Department 201 of that address is also the address of RT4 México SA de CV, a company that in 2021 participated in the development of the technological platform that Manuel Bartlett’s CFE currently uses to serve its clients; a contract for 450 million pesos that was competed among various bidders and in which companies such as Reto Industrial and Telmex also took part.
RT4 México is a more visible company. It presents itself on its website as a firm of technology integrators, led by Itamite Dafne Meymar, specialized in “migrating Contact Centers to an ‘as a service’ scheme without capital investments or modification of current systems.”
Since 2012 and to date, RT4 México has obtained various contracts in the public sector for more than 260 million pesos, 30% of them during the government of Andrés Manuel López Obrador, with entities such as the Potosino Institute for Scientific and Technological Research , for 63 million pesos, to provide the “Cloud Migration and DRP 2020 Physical and Logical Infrastructure Service.”
The CDMX International Airport has a contract with the company for 35 million pesos for the provision of the “Server and SAN consolidation service in a high availability scheme at the data center level between terminals 1 and 2”; while the Federal Consumer Prosecutor’s Office awarded it at least four contracts, the most expensive for 21 million pesos for the “Maintenance and technical support of the technological platform and infrastructure for telephone attention and consumer services.”
Meanwhile, Capufe granted said company a contract that will be valid until October of this year for 15 million pesos for the “preventive, corrective maintenance service and technical support for the infrastructure of the contact center 074 of Federal Roads and Bridges of Income and Related Services”.
In addition to the trend for the “year of Hidalgo”, in the 2024 Economic Package the CFE will have a debt ceiling twice as high as the current one, meaning that next year the company led by Manuel Bartlett will have 1.2 billion dollars as external debt ceiling against the 397 million dollars that were authorized for 2023.
Round six-year term for Manuel Bartlett, who will most likely retire from public administration and politics at the end of the six-year term. He is not part of the plans of any of the presidential candidates. Of course not in Xóchitl Gálvez’s plan, which would seek to completely turn the sector towards clean energies, but not in that of Claudia Sheinbaum, who told businesspeople that she is open to modifying energy policy. With that turn, Bartlett is out of the question.
