Renapo guarantees universal, free and timely birth registration
Guaranteeing the legal identity of people constitutes the key to access the human rights enshrined in the Constitution.
For this reason, the Government of Mexico, through the National Registry of Population and Identity (Renapo) and the civil registries of the 32 federal entities work to guarantee that birth registration adheres to the criteria of opportunity, universality and free of charge established in article 4 of the Constitution.
In a coordinated manner, Renapo, attached to the Undersecretary of Human Rights, Population and Migration of the Ministry of the Interior, and the civil registries work continuously in favor of identity, through the approach of registry services, and in a priority to guarantee birth registration, through a two-modality care scheme.

One is the creation of brigades in preferred municipalities derived from their level of under-registration of birth, and the second is through the installation of civil registration modules in hospitals.
In addition, specific and focused lines of action have been established for the benefit of three population groups: girls, boys and adolescents, and indigenous populations and those in the context of mobility, in which it is essential to guarantee their right to identity.
In this way, since 2019, brigades have been carried out in 718 municipalities in the country, considered priority due to the level of under-registration of births. Of these, 156 correspond to municipalities with a high concentration of indigenous population.
As a result of these campaigns, the universal, free and timely registration of more than 119 thousand people has been achieved, who now have their birth certificate and Unique Population Registration Code (CURP). Of this figure, 95 percent are girls and boys under five years of age.
Progress shows that the installation of civil registration modules in various hospitals to encourage the registration of births from the moment of delivery has meant a strategic and effective action to guarantee the right to identity of girls and boys from birth.

From 2021 to date, Renapo and civil registries have installed 71 civil registration modules in hospitals, with more than 21 thousand birth and CURP records.
The close link between the National Population and Identity Registry and the civil registries has constituted an incentive to continue implementing good and best practices in favor of guaranteeing the right to legal identity and birth registration of the population by eliminating administrative barriers, economic, geographical and cultural.
The Government of Mexico, through the Ministry of the Interior through Renapo and the 32 registries of the country, join the task of guaranteeing uniqueness in the registration of the legal identity of people, through a single birth record and a single CURP.
