The best foreign exchange rates are said to be offered by independent exchange houses. It is hard to say if this is the case, as there is no tool that aggregates the quotes of all these exchanges. The only way to find out would be to check on the spot. What we can know, however, is which bank offers the best currency exchange options, and Ecconomica has calculated these quotes for a week. The result is what you can see in the tables below.

Before that, however, we must note that, at least with regard to the purchase of euros by customers, the option in which the transaction is done not at the exchange but through an account at the respective bank is clearly more advantageous. There were days when the differences reached 2%, a percentage that, for larger amounts, may matter.
