Lima, Sep 5 (EFE).- The Government of Peru requested permission on Tuesday from Congress to authorize the trip to the United States of President Dina Boluarte, and thus participate in the General Assembly of the United Nations in New York and govern remotely.
The official letter that the Executive sent to the Legislature detailed that it makes the request for it to allow the president “to leave the national territory from September 17 to 21, 2023, in order to travel to New York City, United States, to in order to participate in the main activities of the high-level week of the seventy-eighth session of the General Assembly of the United Nations”.
This will take place between the 18th and 20th of that month and on these days, the president will also hold bilateral meetings with her counterparts, as well as with high authorities of the UN system, present at the high-level week.
The speech of the Head of State is scheduled for Tuesday the 19th, at approximately 8:00 p.m. in New York (7:00 p.m. in Peru) and in the same segment, the presidents Luis Arce of Bolivia, Alberto Fernández from Argentina and Luis Lacalle from Uruguay.
The request for Boluarte’s trip, addressed to the president of Congress, Alejandro Soto, is made in accordance with the provisions of the Constitution and Law No. 31810, which includes the commission of the office of the Presidency of the Republic and its management to through digital technologies.
The draft legislative resolution that authorizes the president’s departure from the country must be debated and voted on in plenary session of Congress.
If this is authorized, it would be Boluarte’s second trip abroad since she took office as president, since she already traveled to Brazil to attend the Amazon Summit in early August.
Peru has not had vice presidents since the president was sworn in on December 7, 2022, after the dismissal of her predecessor Pedro Castillo due to the failed self-coup, with which she could not leave the country since she could not leave the Executive in charge. as dictated by the Constitution.
To allow Boluarte to travel abroad, the aforementioned Law No. 31810 was approved on June 9 so that the president can govern remotely.
