The Homeless Crisis in Casper: Challenges and Solutions

The city of Casper in the United States is different from other cities. They facilitate the homeless, but they are even damaged by elements so that human waste is scattered.

The homeless population in the United States has been increasing over the past few decades. This is especially the case in western US cities such as Denver and Los Angeles. Some cities have also issued bans on setting up camping for the homeless, such as the city of Cheyenne, which banned people from camping from midnight to 5am.

Reported from Cowboy State DailyTuesday (5/9/2023), Even San Francisco has started cleaning up tent camps, so there are more shelters than homeless people.

However, in 2018, the US 9th Circuit Court of Appeals ruled that homeless people cannot be punished for sleeping outdoors when there is nowhere else for them to go.

Meanwhile, the City of Casper, intends to help the homeless to live in camps in their city. Casper’s mayor, Bruce Knell, said he believes Casper is actively helping its homeless population, whereas a city like San Francisco wants to get rid of them.

But unfortunately, good intentions do not run smoothly. The city of Casper is in chaos due to the influx of homeless people. In fact, it was reported that there were 226 kilograms of human waste that city staff had to clean up around the city center.

“It’s like nothing I’ve ever seen. This is a third world country thing in Casper, Wyoming,” Knell said.

Apart from that, it was also reported that homeless people damaged the Econo Lodge motel which was empty and confiscated because of the flood. Even though the motel was forced to close because it was not livable.

“It’s uninhabitable, and it’s not safe,” Knell said.

Knell also linked a number of crimes to the homeless population.

“In desperate times, people do desperate things, and unfortunately we are the ones who have to deal with it,” he said.

However, this problem occurs not only as a result of the City of Casper hosting a number of homeless people. It’s because some of the homeless people who were evicted and banned from entering the shelter, didn’t really leave town.

“There are certain sections of the homeless population, whether drug abuse or mental illness, that make them unwilling to follow the rules of society,” Knell said.

“When they do that, they are not allowed into the shelter, which means they are just hanging around our community and causing trouble,” Knell added.

A Homeless Coalition has been formed at Casper which aims to provide solutions to many of the problems facing this community. According to the Casper Star-Tribune, the group is working closely with the US Department of Housing and Urban Development to strengthen Casper’s relationship with the agency. This is to get more federal funds for local homeless relief and prevention efforts.

Knell believed that Casper had been passed on by word of mouth among the homeless.

“They had a little bit of a network and I think they just talked to each other and said, ‘Casper is a great place, they don’t bother you here,'” Knell said.
