On the 4th, the National Intelligence Service said, “We are aware that North Korea is currently issuing directives to oppose (discharge of contaminated water) to domestic anti-government forces or underground networks.” After hearing the same report from the NIS, Democratic Party lawmaker Yoon Geon-yeong explained the purpose of NIS director Kim Kyu-hyeon’s remarks, saying, “If you look at the contents of normal North Korean propaganda media, (the NIS director’s judgment) is so.”
Rep. Yu met with reporters immediately after the plenary meeting of the National Assembly Information Committee, which was held behind closed doors, and said, “In response to Kim Eui-gyeom’s (Rep. Kim’s) inquiry that ‘North Korea’s response to the Fukushima-treated water is relatively weak compared to China’ ) ‘We understand that North Korea is currently issuing directives to oppose domestic cooperation forces or underground networks,’ he said.
However, Rep. Yoon said, “When Rep. Kim asked, ‘Don’t you think North Korea’s response to Japan is weak these days? “Questions and answers are different,” he said. “The director interpreted (the questions) according to his own perception and said a while ago that it seems to be the case when looking at ‘Voice of National Salvation’ or North Korean propaganda media.” It is argued that Director Kim gave an answer different from the purpose of Rep. Kim’s question.
Rep. Yoon said, “Not at all (no)” to the question, “Is the NIS investigating anti-government forces in Korea?” Normally, for the NIS to talk about that much, there must be a basis, but there was no basis.”
Regarding the possibility of a joint North Korea-China-Russia joint training exercise, Kim replied, “At the time when Defense Minister Shoigu (Russia) visited North Korea and met with Kim Jong-un, it was understood that there was an official proposal for a joint North Korea-China-Russia joint training exercise.” . Regarding North Korea’s military trends, “From the outside, it looks like a response to the UFS (South Korea-US joint exercise ‘Eulji Freedom Shield’) training, but looking at Kim Jong-un’s current actions and North Korea’s military power, North Korea will be in a war if it happens. If you do, a long-term battle is impossible, and the will to wage a war with a quick, short-term battle seems strong,” said Rep. Yoo.
Regarding the rumor of Kim Joo-ae as the successor, Director Yoo said, “North Korea has a strong obsession with the Baekdu lineage and is a male-dominated society, so it is premature to judge Kim Ju-ae as the successor at this stage.”
When asked if he was aware of the details of Independent Rep. Mee-hyang Yoon’s attendance at the General Association of Korean Residents in Japan (Chochongryeon) event, Director Kim replied, “We are currently investigating and checking the facts through cooperation with Japanese intelligence agencies.”
Regarding the criticism that the NIS is amending the Enforcement Decree so that it can exercise its investigative power in preparation for the transfer of the anti-aircraft investigation right scheduled for next year, Director Kim said, “From next year, the police will conduct an anti-aircraft investigation, and the NIS will play an auxiliary role.” Rep. Yoo said that he dismissed it as “no talk.” When asked if there was personnel retaliation against personnel in the Moon Jae-in government, Director Kim said, “It is not appropriate to make specific comments on personnel in government agencies.”
