The London Convention is an international agreement to regulate the dumping of wastes at sea. Korea joined the London Convention in 1993, and is implementing the Convention in 2013 by stopping the discharge of food wastewater (food waste water) to the ocean.
Japan is arguing that treating and discharging contaminated water from the Fukushima nuclear power plant is not subject to the London Convention. Regarding this, Representative Lee argued, “Article 1 of the London Protocol stipulates that dumping waste from artificial marine structures is considered dumping, and the undersea tunnel through which contaminated water from Fukushima is discharged belongs to artificial marine structures.”
In a personal letter of three A4 pages released on the same day, Representative Lee said, “In addition, the Democratic Party and the people of the Republic of Korea ask the governments of the London Convention and Protocol parties to discuss in depth whether the inappropriate dumping of contaminated water from the Fukushima nuclear power plant into the sea violates the London Convention and Protocol. “We request that the Japanese government conclude that it is violating the London Convention and Protocol.”
