I think Apple would sell it if they could, but they need to include an office suite in macOS or their OS would have died years ago. The standard was, and in many places still is, Office, and that computers are interfaces to control Office.
If they hadn’t given Mac users an alternative, they would depend on Microsoft to make their product useful to professionals; After all, why buy Apple Office when you might as well get Microsoft Office.
Someone paid the developers, of course, but it’s not like Microsoft Office really cost those hundreds of dollars per user to develop.
The OS and applications have been free with Apple for years, where Microsoft only started doing this with Windows 10. On the other hand, Microsoft actually keeps track of their old operating systems (and not just part of the patches backport). I think Apple actually chose to take the blow of the software they include for free, originally to make their product usable, later not to leave bad blood with their customers.
Microsoft can also do this very well with Office, were it not for the fact that they earn huge amounts of money with it.
