In a large majority of basic education schools, mothers and fathers are rejecting the delivery of free textbooks to students, considering that they represent a setback in learning, says Alfredo Villar Jiménez, president of the National Association of Private Schools (ANEP), which brings together six thousand schools in the country.
“The parents of each campus are agreeing whether to give them or not, and a large majority is deciding not to distribute them. They are illegal and simply and simply they were carried out without consulting the governors, teachers and parents, as established in the third article of the Constitution”, he points out.
Consulted by EL UNIVERSAL, the president of ANEP, which integrates around 5,200 basic education schools in the country, says he does not know what percentage of private schools are rejecting educational copies, what he does point out is that the schools that they are distributing they are disregarding the resolution of the judge, who ordered not to distribute them.

“We cannot yet know the percentage of private schools that are rejecting textbooks because the new school year just started this Monday and each school is in contact with parents and they have to see what their rights are,” he explains.
He assures that the texts have enormous flaws and do not respond to the learning needs of our children and adolescents, in addition, he adds, they are not attached to what is established by the General Education Law and the Political Constitution of the United States of Mexico.
“If there is an official or private school that does not want to use the textbooks, it is within their rights. She also cannot submit to the study plans, so she is not required to follow them, ”she points out.
Villar Jiménez states that the ANEP “is telling the schools that if they want to use the study plans and the books they can do so, but they cannot force them either because the SEP is committing a crime, which is contempt of the Judiciary [de la Federación]”.
It says that in the event that the director and teachers of a school have decided to use the copies and there is no consensus from the parents, “they cannot submit to the will of the educational authorities of the school. They cannot force their daughters and sons to receive the copies, because parents have preference since the National Union of Family Parents won the protection and the ruling is at the national level.
He foresees that fathers and mothers of families will continue to resort to an amparo and other legal tools in response to the rejection of the books: “What the SEP is doing is arbitrary. Specialists have already argued that the books represent a serious educational setback and a loss of learning in subjects such as Spanish, History and Mathematics.
Leticia Delgadillo, coordinator of fourth, fifth and sixth grades of an elementary school located in Jardines del Pedregal, in Mexico City, points out that for the first time in 50 years that this educational institution has, they will not deliver the volumes in this campus.
“All this makes me very sorry, because at this moment, the SEP is conspicuous by its absence, there is no ship. Also, the teachers didn’t have proper training, so I don’t know what they’re going to end up doing. It is very difficult to work on projects, if you do not have good training, ”he points out.
He also states that “in our elementary school, textbooks were our axis. We have been working on projects for 20 years, but we accommodated these research projects, in accordance with previous books. These new copies are scarce in mathematics, which are basic because they help the development of thought. The same goes for Spanish and history. I feel that they are not well landed ”.
He mentions that last Thursday and Friday, the directors and teachers of that school met with the parents, and at the request of the mothers and fathers, it was decided not to deliver the books, considering that they were not very useful for learning girls and boys.
“In my school, at the initial meeting the parents indicated that they did not want the books. Even some parents who are lawyers were going to see what appeal they could file to not receive them and we decided to keep them. They already had knowledge about the contents of the books, so they pointed out why they were distributed to them ”, he comments.
She says that in the two meetings that the teachers had, they went with the order not to touch the subject of the texts if nobody asked: “We were going to inform how we would work and with what books, but immediately the parents began to ask if we would use the books, that with all the information they knew they did not want it to reach their daughters and sons.”
Carmen Navarro, another teacher at a private school located south of the country’s capital, comments that the school where she works was also determined to keep the new books by the judge’s resolution.
“Between the director and all the teachers and teachers we decided to abide by that court ruling, in addition to the fact that there was pressure from parents not to use them. We will continue using the books from the last school year, because the new ones don’t work for us, ”she refers.
