Land Disputes in Indonesia: A Focus on BUMN/BUMD Assets and Residents

ATR MinisterBPN admits that they still receive many public complaints regarding land disputes. The most widely accepted cases relate to land disputes involving BUMN/BUMD assets and residents.

Hadi initially talked about four issues that would be discussed at the 2023 Agrarian Reform Task Force (GTRA) Summit in Karimun Regency, Riau Islands. He gave an example of a land dispute case involving state-owned land with residents in North Sumatra (North Sumatra).

“PTPN has yet to be resolved in Simalingkar (North Sumatra), not finished yet. Let’s pursue it,” Hadi said at the GTRA Summit ‘Welcoming Dinner’ event in Karimun Regency, Riau Islands, Tuesday (29/8/2023).

Hadi said that many public complaints about land disputes were also received by the Presidential Staff Office (KSP). He warned that the complaint must be followed up immediately.

“Every day KSP receives complaints from the public, thousands of complaints from the public. Do we only read, do we pile on it? We are sinful,” said Hadi.

Hadi admitted that land issues are always complex and involve many agencies. He stressed the importance of eliminating sectoral egos between agencies and ministries in resolving land disputes.

He added that the GTRA Summit moment is expected not only to be a mere ceremonial event. These activities, continued Hadi, must create work results that can be felt by the community.

“This is a problem that we have to solve at the GTR Summit. Therefore, in this GTRA Summit we have held 11 FGDs with ministries across ministries. We hope that this GTRA Summit will not only be ceremonial, but in the field we will do concrete work. for the community,” Hadi explained.

“I am sure that with a strong determination tomorrow we will declare our enthusiasm to give confidence to the people that the state is there for the people. We will solve the problems in the field even though in stages,” he added.

4 Land Issues Discussed at the 2023 GTRA Summit

The Agrarian Reform Task Force (GTRA) Summit was held again this year in Karimun Regency, Riau Islands. There are four land issues that will be discussed in this second edition of the GTRA Summit.

The 2023 GTRA Summit carries the theme Transformation of Agrarian Reform: Realizing Legal Certainty, Sustainable Development, and People’s Welfare. The theme refers to the many land problems that occur in society.

“This theme is motivated by various agrarian cases in the form of disputes, conflicts, and land cases in our country,” said the Director General of Agrarian Management of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency, Dalu Agung Darmawan, at the GTRA Summit coordination meeting in Karimun Regency. , Riau Islands, Tuesday (29/8/2023).

This year’s GTRA Summit will be attended by 264 participants who will attend directly in Karimun Regency. The activity was held today until Thursday (31/8).

Dalu said there were four sub-themes that would be discussed in detail at this year’s GTRA Summit. The theme includes the legality of settlement assets on water.

“From the main theme referred to there are 4 sub-themes which in our opinion are all of GTRA’s attention from the center and the regions. First, strengthening the asset legalization scheme for settlements on water, small islands, and the outermost small islands,” he said.

The second issue discussed relates to agrarian conflicts over BUMN/BUMD and BMN/BMD assets which have been controlled by the community. Two other issues that have also become the focus of this year’s GTRA Summit are related to the policy directions for solving problems in transmigration land and accelerating land retribution from the release of forest areas.

“The GTRA Summit is a form of cooperation and collaboration between stakeholders in accelerating agrarian reform to resolve issues in the process of synchronizing asset management and access as well as efforts to find breakthroughs in solving these problems,” said Dalu.
