Trials for Vehicle Ticket Fines Begin in Jakarta for Failing Emission Test

Trials vehicle ticket does not pass the emission testi will start this week. The threat of fines for vehicles that do not pass the emission test ranges from IDR 250,000 to IDR 500,000.

“Tomorrow the 26th, it will start,” said Polda Metro Jaya Dirlantas Kombes Latif Usman at the DKI Jakarta City Hall, Jalan Medan Merdeka Selatan, Central Jakarta, Wednesday (23/8/2023).

In this case, Polda Metro Jaya and Pemprov DKI Jakarta use Law Number 22 of 2009 concerning Road Traffic and Transportation as a legal basis to ensnare vehicle users whose vehicles do not pass emission tests.

In Article 285 paragraph 1 reads as follows:

Everyone who drives a motorcycle on a road that does not meet the technical and road-worthy requirements which includes mirrors, horn, headlights, brake lights, direction lights, reflectors, speed gauges, mufflers, and tire tread depth as referred to in Article 106 paragraph (3) in conjunction with Article 48 paragraph (2) and paragraph (3) shall be subject to imprisonment for a maximum of 1 month or a fine of up to Rp. 250,000.

While Article 286 reads:

Any person who drives a motorized vehicle with four or more wheels on a road that does not meet the road-worthiness requirements as referred to in Article 106 paragraph (3) in conjunction with Article 48 paragraph (3) shall be subject to imprisonment for a maximum of 2 months or a fine of up to Rp 500,000.

“For motorbikes, it’s Rp. 250,000. The ticket for four-wheeled vehicles is Rp. 500,000. The maximum fine,” said Latif.

Latif did not specify the location of the emission test ticket. In principle, it will look for a location that does not interfere with traffic around the location.

“Later we’ll see because of Jakarta. You can’t like in other areas in Jakarta. We can stop on the road, it’s bound to be jammed. We’re definitely looking for a place, an area that can carry out the inspection,” he explained.

As previously reported, Head of the DKI Jakarta Environment Agency Asep Kuswanto said the trial ticket for vehicles failing to pass the emission test would begin this week. Speeding tickets will be tested starting August 25.

“Working together with Polda Metro and POM TNI, for emission tests as of September 1. We are coordinating now at the SOP and technical discussion stage. The plan is that on Friday, August 25, we will trial the implementation of emission test fines, and later a massive implementation will be carried out. as of September 1, so September November 2023 we will do it in collaboration with the POM TNI, Transportation Agency and Polda Metro to conduct emission tests,” said Asep at Commission D DPRD DKI, Tuesday (22/8/2023).

The move is part of efforts to tackle air pollution in Jakarta. In addition to imposing emission test fines, the DKI Jakarta Provincial Government will give licenses to vehicle repair shops to be able to carry out emission tests.

Asep explained, this policy had been contained in Pergub 66 of 2020. Later, workshops other than ATPM could test residents’ vehicles.

“This Pergub also regulates residents who want to make emission test facilities available, so it’s not only ATPM workshops, but even simple workshops we give permission to make emission test facilities at the workshop,” he said.
