Returning to the USA after exceeding visa limit: ESTA visa question 8

Hello, I have a Belgian background.
In 2020 I was blocked in the USA (I exceeded the 6 months of my visa) but I had applied to immigration because it was because of the CoViD and they gave me a paper. I saw that when you exceed the 6 months by 2 months (it will take 3 years to be able to return to the USA) now to do the ESTA visa to question 8, can I say no? Because it’s been 3 years.
Merci

No, you must say you have been inadmissible.
You can’t lie because this ban is in the system.
By telling the truth, you protect yourself from a new exclusion for refused entry once at immigration.
There you will pay much more.

So, you tell the truth, will have an ESTA refusal, will have to apply for a visa and will have, with its obtaining, the possibility of traveling peacefully.

Just because the “punishment” has been lifted doesn’t mean you haven’t been punished.
