Dismissal of Arrest Warrants for Chairman Jang Ok-ki and Jeon Byeong-sun after Rally Controversy in Downtown Seoul

Arrest warrants for Jang Ok-ki, chairman of the Korean Confederation of Construction Workers’ Union (KCTU), and Jeon Byeong-sun, head of the Organizational Dispute Office, who held a one-night, two-day rally in downtown Seoul last May, have all been dismissed.

The Seoul Central District Court revealed the reason for the dismissal, saying, “It is highly likely to be criticized for causing considerable inconvenience to citizens and criminal history.”

He added, “We took into account the fact that the assembly was conducted outside the scope of the main report and led to illegal results, and that some charges were disputed.”

Chairman Jang and others held a one-night, two-day rally in downtown Seoul last May to demand an apology from the government for Yang Hee-dong, an executive who died by self-immolation, and an end to union oppression.

The police believe that they violated the Assembly and Demonstration Act, the Road Act, and the Public Property Act by holding a rally beyond the reported time and occupying the sidewalks near Seoul Plaza and Cheonggye Plaza without permission.
