Rising Cost of Communal Apartments in Ukraine despite War and Economic Challenges

Despite the fact that the war continues in Ukraine, and the incomes of citizens leave much to be desired, the cost of a communal apartment is slowly growing. For the year, from July 2022 to July 2023, the cost of a communal apartment increased by 14.7%.

It is reported by the State Statistics Service of Ukraine.

The most resonant increase in tariffs is the increase in the price of electricity. This point was discussed for a long time in the offices of power and in the margins of the media. We talked about a dozen options for increasing the tariff for electricity. As a result, since June it has been increased by 69.7%.

At the same time, the government was categorically against a large-scale increase in water prices. Although, as experts say, they will still have to be increased, because at the current production costs, water utilities no longer carry out the functions assigned to them.

However, even without these two cost items, the communal apartment has grown by almost 15% over the year. In addition to electricity, the cost of garbage collection (14.3%), as well as the maintenance and repair of housing (10.6%), rose significantly. The cost of management services for apartment buildings increased less noticeably – by 2.7%. And yet, slightly, in some settlements, the cost of services of water utilities increased: water supply went up by 0.8% and sewerage by 0.7%.

At the same time, gas tariffs, protected by a moratorium on price hikes, have held their ground. And the cost of heat and hot water even symbolically decreased – by 0.2%.

At the same time, the Ministry of Energy considers the June increase in electricity tariffs to be quite justified. They say that this gave power engineers the opportunity to speed up the repair of facilities and better prepare for the winter. Although it will not be possible to completely restore the energy system to the pre-war level. There is not enough money or human resources for this.

But probably not the last role is played by the expectation of new missile attacks with the onset of autumn. It would be pointless now to invest a lot of money in capital construction, if in an instant all this can be destroyed. Therefore, while the war is going on, it is obvious that the restoration of the energy system will proceed according to the situational principle. And after the war, it will be possible to begin a complete restoration and at the same time modernize the system.
