The Council of State has given the green light to the Porthos mega project, in which CO2 is stored in the North Sea via pipelines under the Port of Rotterdam. The highest administrative court acknowledges that there are harmful nitrogen emissions, but these are temporary and limited and have no major consequences for nature reserves.
Environmental group Mobilization for the Environmonnt (MOB) had lodged an objection against the CO2 capture project. According to MOB, too much nitrogen would be released during construction. But according to the Council of State, that amount is negligible in the long term.
The ruling is important for the outgoing cabinet, which aims to significantly reduce CO2 emissions. In 2030, emissions must be 55 percent less than in 1990.
CCS
CCS, Carbon Capture and Storage, is a technique in which CO2 is captured in industry and stored underground. In the case of Porthos, this will go from the Port of Rotterdam to the empty gas fields in the North Sea.
Porthos thinks it can store 2.5 megatons of CO2 under the sea every year. That is 1.5 percent of annual emissions in the Netherlands. The Dutch state has released 2 billion euros for the project.
