Carles Puigdemont is in the center of the track, under the spotlights. He is the key man, the Loch Ness monster of an atypical August, marked by the political agenda, the negotiation to form the Table of Congress and a hypothetical investiture by Pedro Sánchez. Nervousness spreads in the socialist ranks three days before the key date, next Thursday, August 17, the day on which the Congress that emerged from the polls on July 23 is constituted and there is still nothing tied up.
As usual with the former Catalan president, he distills his messages through the X social network and he gloats in the supervening role of arbitrator of Spanish politics. “Facing a negotiation through public statements is not our option. Perhaps for this reason, as decisive days approach, like this next 17, Nervousness grows and the auction goes up. And the speculations are fired. Patience, perseverance and perspective“, the leader of Junts per Catalunya (JxCat) has slipped to start the week.

Puigdemont is enjoying the situation after a long season sunk in the most absolute ostracism, despised by the ERC and ignored by the PSOE. The votes of his seven deputies are key and he sends messages that feed uncertainty. The most faithful of him, Laura Borràs, president of JxCat, Jordi Turull, general secretary of the formation, and Antoni Castellà, spokesman for the “Consell de la República” they insist on the demands of maximums and emphasize that they are not especially interested in the government of Spainthat it is Pedro Sánchez and the PSOE who have to make a move and present an offer that resolves what they call the “conflict between Catalonia and Spain”.

Junts’ “patience” and “perseverance” have already paid off. For example, it conditions ERC, which has gone from a kind of “yes to everything” to the PSOE in the negotiation on the Congress Table, to propose three conditions: that Catalan be spoken, an investigation commission on the Pegasus case (the intervention with court order of the mobile phones of some pro-independence leaders during the Tsunami protests, a matter for which the head of the director of the CNI, Paz Esteban, has already been claimed) and, most importantly, a draft of the amnesty law for all those accused of the coup d’état and the violent acts of subsequent years.
But it is not enough for Junts and those around Puigdemont. One of the most qualified representatives of this environment, Antoni Castellà, alluded this weekend to the “Catalan Brexit” as an essential condition to invest Pedro Sánchez. According to the Waterloo clan, 1-O is a before and after and it is no longer worth negotiating transfers and competitions. As they said in the CUP in the hard years of the “Procés”, they don’t want the crumbs, but the whole bread. Puigdemont, renamed by the chronicler of La Vanguardia Enric Juliana as the “count of Monte Cristo”, simmer the PSOE waiting for a gesture from the socialists to vindicate his figure and remove the status of plague.
The shoemaker factor
In the Catalan media, the figure of the former socialist president José Luis Rodríguez Zapatero is alluded to as a possible important interlocutor with Puigdemont. Meanwhile, the fugitive is suing the Constitutional Court for the arrest warrant in national territory and awaits the decision of the Court of Justice of the European Union (CJEU) on immunity as a member of the European Parliament, a condition that has been denied him by another judicial instance in the Union, the General Court (TGUE). With the request for a general amnesty as a backdrop, the hours go by exceedingly entertaining in Waterloo. And Puigdemont takes advantage of the situation, ironizes, laughs at the socialists that they considered it finished without counting on the parliamentary arithmetic post 23-J and alludes to the maximum discretion to face the negotiations, first those of the Congress Table and then, those of the investiture. He has all the aces up his sleeve and he knows it.
