The US Ministry of Finance has imposed sanctions on Russian billionaires, founders and shareholders of the Russian “Alfa Bank” Piotr Aven and Mikhail Fridman.

They left the country after the Russian invasion of Ukraine, but ended up on the sanctions lists of the European Union (EU) and the United Kingdom. EU and US sanctions have also been applied to the bank itself.
Their names appeared on the updated list of persons subject to US sanctions published by the Office of Foreign Assets Control (OFAC).
On the other hand, the Latvian Constitution Protection Office (SAB) will take the decision of the US Finance Ministry into account when preparing an opinion for the Directorate of Citizenship and Migration Affairs on the possible deprivation of Latvian citizenship for Avena.
“SAB, evaluating Pyotr Aven’s citizenship status in connection with Article 24, Part One, Clause 5 of the Citizenship Law, has previously initiated communication and obtaining information in cooperation with the competent authorities of other countries,” states SAB in a post on the social network “X”.
The British government calls Friedman and Aven “pro-Kremlin oligarchs” with close ties to Russian President Vladimir Putin. In the EU sanctions list, Aven is named as one of the oligarchs closest to Putin, who has actively provided material or financial support to Russian decision-makers responsible for the annexation of Crimea or the destabilization of Ukraine, and benefited from them.
US sanctions have also been applied to another shareholder of “Alfa Group”, Aleksei Kuzmichev.
In addition, the US Treasury Department imposed sanctions against Friedman’s partner and co-owner of the investment group “LetterOne Holdings” (L1), German Han.
At the same time, the ministry separately states that the sanctions imposed by it do not apply to the “LetterOne Holdings” group.
The Ministry’s announcement states that US sanctions have also been applied to the Chamber of Industrialists and Entrepreneurs of Russia.
