The Chaos and Uncertainty Surrounding Plovdiv’s Management

In the final right of the mandate (2019 – 2023), the management of Plovdiv resembles a disorganized chaos. That is, absolute chaos. Although expected, the situation gives rise to a lot of absurdities, among which it is not known how the constantly emerging acute problems will be solved, such as the fate of one of the bus stations – “Yug”.

The chaos is mainly due to the fact that 7 months ago Boyko Borisov removed the trust from the mayor Zdravko Dimitrov.

GERB leader Boyko Borisov demanded that the mayor of Plovdiv, Zdravko Dimitrov, resign immediately. This happened at a meeting with the party’s active under the hills.

Thus, the already fragile relationship between the mayor and the municipal group of GERB was broken. The mayor rules without a majority and you never know which decision he can push through and which he can’t. But when he didn’t push through, he tried his impudence again to make it completely laughable.

This is exactly what happened in the last ten days, when two sessions of the municipal council took place. At each of them, the mayor and the administration tried in vain to push through solutions on two important topics with a wide public response. One was for the signing of an annex between the municipality and PFC “Botev” for the new stadium. The company that built and uses the facility (DZZD “College” with its leading partner PIMK) claims that without a specific term of use, as it is at the moment, it is not recognized for part of the costs. And he cannot make subsequent investments. In accordance with this, the administration proposed in the annex a lease for at least 3 years. However, the proposal was rejected at both sessions, with only 9 councilors supporting it at the second.

The other failure was about the merger of the Sports Dispensary into DKC-5, that is, its liquidation. After the proposal was not supported at the first session, Mayor Dimitrov introduced it again the next day, only to withdraw it again by himself before the vote. For their part, the councilors unanimously (!) decided to hold an election for the manager of the dispensary, that is, they ruled that the establishment should be preserved – through the complete ostentatious shaming of Dimitrov.

Opposition councilors commented in parallel that the mayor is repeating the proposals because bargaining for support has meanwhile yielded results. Or because “some other councilor” has returned from summer vacation, she can also support the mayor’s ideas. But self-failures speak more of impotence than of thin accounts.

THE CASE WITH THE “YUG” BUS STATION

The bus station is private. It and the other two in the city are owned by Hebros Bus after privatization in the late 1990s. It gradually declined over the years at the expense of the nearby “Rhodopi”. Having lost its importance, and due to its own financial problems, “Hebros Bus” tried to sell the field. Now – again, the interesting thing is that the owner of “Hebros Bus” Veselin Doshkov wants to deactivate a fifth of the property, which is municipal (the total area of ​​the field is 5.8 acres). “The co-ownership was revealed when we checked the cadastre. They have been issuing documents since 2002, but on what basis?” Doshkov tells “Plovdiv 24” website. It is even more interesting that, according to the General Development Plan, the area of ​​the bus station is designated for high-rise development. Because of all this, the ball in front of the drifting municipal administration is high. So far, there is no evidence that she is inclined to voluntarily give up her part in the bus station. But two options are being launched in the Plovdiv media, which would hardly protect the public interest. The first – that “Hebros Bus” be offered to buy out the municipal share – this is practically a green light for the transformations, incl. and the tall buildings at a later stage. The second – for the municipality to buy the private share, acquiring a whole not very competitive bus station – sounds crazy, especially since, as I recall the site “Under the Hill”, in the Sustainable Urban Mobility Plan there is a proposal for a large municipal bus station in the Severen area. Development is coming.
