Hristo Kyulbasanov from Pomorie, who punched a French tourist during a dispute over a place on the beach in Pomorie, was arrested for 24 hours and charged with a general crime.
The news was announced at an extraordinary briefing a few minutes ago by the district prosecutor of Burgas, Georgi Chinev, and the director of the Ministry of Internal Affairs, Senior Commissioner Kaloyan Kaloyanov.
The briefing comes after the statement of I.F. chief prosecutor Borislav Sarafov, that the prosecutor’s office declares “zero tolerance for violence and hooliganism”.
Prosecutor Chinev clarified for “24 Chasa” that Kyulbasanov has been charged with inflicting minor bodily harm caused by hooliganism with particular cruelty. The law stipulates up to 3 years in prison for this crime.
At the beginning of next week, the prosecutor’s office will submit to the court a request for the imposition of a remand measure “detention in custody”, explained Prosecutor Chinev.
The incident took place on the afternoon of July 24 at “Pomorie Iztok” beach, but it was not officially announced until the 29th. It became famous after posts on social networks.
“When a police team arrived at the scene, the conflict had already ended, and during the interrogation of the witnesses there were conflicting data. That is why the case is being clarified in detail at the moment, so that we can clarify the picture – who started the conflict, who used verbal and who physical aggression,” said Commissioner Kaloyanov. Although such cases were a daily occurrence for the police – including today there was a new signal about a scandal on one of the beaches in Pomorie, the Directorate of the Ministry of Internal Affairs would analyze the actions of its employees.
The file was reported to the prosecutor’s office on July 27, on the 28th, the injured Frenchman filed a new report, attached with a forensic medical certificate, and today, July 30, pre-trial proceedings have already been initiated, prosecutor Chinev summarized.
According to relatives of the French citizen Judikael Tans, the scandal was started by the rescuer Hristo, who went to the foreigner and told him to leave the place where he was beaching because he had placed his umbrella there. The place was the free zone.
When he repeated the remark, the Frenchman reached for his phone to call the police, but the Bulgarian attacked him, his wife claims. Witnesses of the fights called the emergency number 112 and a police patrol was sent to the scene. The uniformed officers ended the scandal and took the two to give explanations in the district office, the press center of the Directorate of the Ministry of Internal Affairs Burgas specified. There it became clear that the Bulgarian worked as a lifeguard on the same beach, but was not at work at the time of the scandal.
The Frenchman’s wife, Lyudmila, who is a seabream, claims that the rescuer punched her husband in the face, as well as kicked him in the stomach. And while the Frenchman was lying on the sand.
“The rescuer didn’t say a word, he just hit him. Then he stopped, walked a few steps away, came back, hit him two or three more times in the face,” Lyudmila said. She sought help at the medical center on the beach, but there was no ice there and they had to take it from a nearby establishment. However, the beaten man’s eyes were already swollen shut. Until the arrival of the police, he deliberately refused medical help, and his wife photographed the injuries on his face.
However, according to Hristo Kyulbasanov, the Frenchman regularly provoked the rescuers. Kyulbasanov claims that on July 24 he was with his family at the beach. At noon, they went home, but left the umbrella and beach towel on the strip. When he returned he saw that the Frenchman was lying down under his umbrella. The Pomorie invited the foreigner to move, but he refused. He invited him a second time and after another refusal, he got angry.
The rescuer also claimed that the Frenchman defiantly moved ten centimeters away from the umbrella and started laughing. He kicked him on the leg and then the Pomorie lost his self-control. Hristo Kyulbasanov does not deny the beating, he even publicly apologized on the air of one of the national televisions. But not to the Frenchman, but to the people from the beach who witnessed the ugly sight.
The family of the beaten Frenchman denies this version and plans to file a lawsuit against the Bulgarian. The French consul immediately alerted.
“I was at the beach with my husband and our 13-year-old son. There was no one at the umbrella, no towel. We started to settle under the umbrella, the rescuer came and told us that it was his umbrella,” explains the wife of the beaten man Ludmila. And specifies that her family has moved away. “The paint was reached after about 30 minutes. The gentleman came and started to open the umbrella, we were more than two meters away and he told us to move back because there was not enough space for his wife under the shade. We refused,” adds the Pomorie woman.

The beach concessionaire company “Pomorie Iztok” distanced itself from the actions of the Pomorie resident, but stated that since he was not at work on the day in question, they had nothing to do with the incident as his employers.
