The Voluntari City Hall recently finished the works on a two-lane roundabout built on the Pipera-Tunari road, next to the American School. According to an answer sent to G4Media.ro by the Voluntari town hall, the work cost 3.38 million lei without VAT. The roundabout also has a statuary group in the middle depicting two old men.
“In order to systematize traffic on Pipera Boulevard, the need to execute a detour on the section between the intersection with Erou Iancu Nicolae Street and the Tunari belt bridge has arisen. It was contracted and executed in 2023. The value of these works is 3,387,673 lei without VAT. (ie a little over 4 million lei with VAT)”, says the response of the Voluntari town hall sent to G4Media.ro.
A large builder in the market told G4Media that an offer calculated two months ago for a two-lane roundabout amounted to a maximum of 1.48 million lei.
“However, we cannot assess the value of the work of art in the roundabout”, the builder stated for G4Media.ro
The statuary group depicting two old men (on the plinth there is no mention of the characters) was placed almost simultaneously with the outbreak of the scandal regarding the Asylum of Horror in Voluntari.

Context
The Pipera – Tunari road has been a source of massive expenditure for Voluntari City Hall since its modernization seven years ago.
Voluntari City Hall claims, in an answer to G4Media.ro, that it sued the contractor contracted in 2015 for the poor quality of the works executed on the Pipera Tunari road, worth several million euros, but which required maintenance repairs almost every year.
The city hall did not specify in its response to G4Media.ro the name of the builder who built the roundabout in front of the American School.
The town hall says that this year’s repairs were carried out at the builder’s expense and that, if left unremedied, the works would have led to “jeopardizing traffic safety”. It is mainly about canal mouths but also major bumps appearing on the boulevard. The town hall also claims that it received the works in 2019, although they were completed in 2016.
The mayor’s response, dignified by the director of investments and public procurement, Carmen Georgescu, came an hour after the publication of the article and two weeks after G4Media.ro sent a set of questions.
