The United Arab Emirates and the Republic of Azerbaijan held the meeting of the first session of the Consular Consultation Committee between them to advance and consolidate cooperation in all joint consular fields for the care and service of the citizens of the two countries.
The meeting, which was held at the General Court of the Ministry of Foreign Affairs in Abu Dhabi, was chaired by Faisal Lutfi, Assistant Undersecretary for Consular Affairs at the Ministry of Foreign Affairs from the UAE side, and Emil Safarov, Director of the Consular Department at the Azerbaijani Ministry of Foreign Affairs from the Azerbaijani side.
Faisal Lutfi stressed the importance of cooperation in the consular field and its role in advancing and strengthening bilateral relations between the two countries, praising the positive developments achieved during the past years.
In terms of bilateral consular relations, he expressed his thanks for the efforts made by both sides to provide distinguished consular services and facilitate the movement of citizens of the two countries, noting that nearly 10,000 Emirati citizens visited Azerbaijan during the first quarter of 2023.
For his part, Emil Safarov, Director of the Consular Department at the Azerbaijani Ministry of Foreign Affairs, praised the pioneering position enjoyed by the UAE at the regional and international levels, and the vital role it plays at various levels, stressing the importance of this committee in strengthening consular cooperation frameworks in all fields.

During the meeting, the two sides discussed a number of common consular issues between the two countries and plans to follow up and develop them, in addition to discussing ways to enhance joint consular cooperation, and best practices in the field of consular services were exchanged. The Emirati side presented an overview of the electronic authentication service, which included a summary of the ministerial decision regarding the authentication of commercial invoices, an overview of the electronic document authentication system and the smart mission project.
Developing relations between the two countries
Faisal Lutfi conveyed the greetings of His Highness Sheikh Abdullah bin Zayed Al Nahyan, Minister of Foreign Affairs, and his praise for the depth of bilateral relations between the two countries in the consular field, and affirmed the UAE’s keenness and interest in strengthening and developing relations between the two countries, reflecting the aspirations and directions of the wise leadership.
For his part, Emile Safarov, Director of the Consular Department at the Azerbaijani Ministry of Foreign Affairs, praised the development of bilateral relations between the two countries during the past years, especially in the field of consular cooperation, stressing that his country aspires to develop cooperation and exchange experiences with the UAE in this field, in a way that benefits the citizens of the two countries, and strengthens bilateral relations between the two friendly countries. He praised the digital services provided by the Ministry of Foreign Affairs. Representatives of the UAE Ministry of Foreign Affairs, as well as representatives of the competent authorities in the Republic of Azerbaijan, participated in the meeting.
