The Government’s Measures to Address the Impact of Airbnb and Other Rental Platforms on Housing Supply

In the Basque Country but also in the Béarnaise valleys, the breakthrough of rental platforms, and in particular Airbnb, is generating strong tension on housing and an attrition of supply. The government thus unveiled on Tuesday an arsenal of 14 measures to curb the extension of tourist accommodation. New rules which will be included in a bill in the fall but also, for those related to taxation, in the finance bill 2024.

A new zoning of the tense municipalities will for example be put in place. 3,693 municipalities will be concerned including, in the 64, those of the Basque coast. Registration in this zoning, which will be applicable on January 1, will allow municipalities to increase, if they wish, the council tax contribution up to 60%.

Taxation to review

Taxation could also be reviewed, in order to put it at the same level as that of owners who offer permanent housing. In any case, a reflection will be initiated. This could therefore be the end of the 50% reduction enjoyed by rental companies. An option that remains to be validated in the fall.

We are also moving towards a ban on the rental of thermal colanders like what is planned for year-round rentals and a strengthening of controls. A single platform will also be created for this purpose to facilitate the collection of data from seasonal rental operators (Airbnb, Abritel, etc.).
