Chungcheongbuk-do is responsible for managing the Osong underpass, where 14 people were killed.
However, it was revealed that Chungcheongbuk-do Governor Kim Yeong-hwan only received the report after an hour or so after the underground road was submerged in water.
I am the general manager of disaster response, but I did not go directly to the scene of the accident where the disaster was feared.
Reporter Lee Man-young covered what the reason was and how Chungcheongbuk-do took action.

It was 9:44 am that Chungcheongbuk-do Governor Kim Young-hwan first reported the flooding of the Osong underpass.
It was already an hour after being completely submerged in water.
At 10 am, Governor Kim Young-hwan heads to the disaster site.
The first destination was Goesan Dam, not Osong Underpass.

At that time, it was after a cardiac arrest patient had already occurred in the Osong underpass.
However, it was around 10:40, about 40 minutes after departing for Goesan, that Governor Kim Young-hwan reported the loss of life.
After touring the Goesan Dam, Governor Kim Young-hwan heads to the Osong Underpass in Cheongju at 11:20.
However, instead of going right away, we first stop by the flooded crops nearby.
In a situation where a large-scale disaster is concerned, whether the report was not properly reported or whether it went to the submerged farmland even after receiving the report, Chungcheongbuk-do’s explanation is inconsistent.

What is difficult to understand is the same for the disaster department.
Chungcheongbuk-do started to receive notification from the Happy City Construction Office from 6 am on the 15th that the Miho River was concerned about flooding, but the staff in charge did not report it to the department head until over 12 hours later.

Moreover, unlike the explanation that the Osong underground roadway was not aware of the crisis situation at the time of flooding, the department in charge said that it knew of the flooding situation in the underground roadway through CCTV, but did not have time to take action.
