The contract for the supervision of the works was signed with Tecnic Consulting Engineering for the amount of 18.38 million lei, according to OF INFORMATION from the Electronic System of Public Procurement (SEAP).
The duration of the contract is 154 months and includes: 12 months of supervision for the design stage, 18 months of supervision for the execution stage of the works and 124 months of supervision for the warranty period of the works.
We remember that in March was signed the contract for the design and execution of lot 3 (8,6 km) of the Bucharest North Ring Motorway (A0 North). It is the first highway contract in Romania signed with a Chinese builder.
The builder is China Civil Engineering Construction Corporation (CCECC), and the value of the contract is 397.99 million lei, excluding VAT. The financing is ensured through the Transport Program, State Secretary for Transport Irinel Ionel Scrioșteanu stated at the time of signing the contract.
The works planned for this lot are:
– Road junction at the intersection with DN2 Bucharest – Urziceni (km 40+230);
– seven structures;
– Short-term parking.
The route of lot 3 is included in the territory of Ilfov county between DN2 near the town of Afumați and DN3 in the Cernica area and has a length of 8.6 km.
The tender, longer than the design and execution period
The term of completion of this batch is 30 months, of which 12 months design and 18 months execution of works.
“It is an example of “not so” in terms of tenders for Romania’s transport infrastructure, because this auction was started in 2019, and the commission’s decisions were overturned several times by the CNSC and the courts. Basically, the tender took longer than the design and execution of the works. I hope that the good example that we have on the 12 lots auctioned and contracted on the Moldovei A7 highway will become the basic rule within the procurement department of CNAIR, and that an auction like the one we closed today will not be repeated” , the Transport official also said in the spring.
