The Seoul Metropolitan Government announced that the results of the vote today (16th) are invalid regarding the Apgujeong District 3 Reconstruction Association’s selection of Heerim Architects & Engineers Office as a design firm at the general meeting yesterday (15th).
An official from the Seoul Metropolitan Government said, “The competition itself was a reason for disqualification and we sent an order to stop it, but (in the union) it was not followed.”
“The head of the autonomous district (Chief of Gangnam-gu) will look into whether there is anything wrong with the selection results and proceed with administrative processing,” he emphasized.
Apgujeong District 3 is a reconstruction complex where the rapid integrated planning (Shintong Planning) introduced by the city of Seoul to promote reconstruction and redevelopment is promoted.
Shintong Planning is a system in which the city intervenes from the initial stage of redevelopment and reconstruction led by the private sector to formulate a maintenance plan that combines business and public interests to support rapid project promotion.
Apgujeong District 3 is a type 3 residential area, so the maximum floor area ratio is less than 300%.
Previously, the Seoul Metropolitan Government suggested that the floor area ratio be less than 300% at the union briefing session, but Heerim Architecture proposed a design with a floor area ratio of 360%, saying that the upper limit could be raised by applying incentives.
In response, the Seoul Metropolitan Government filed a complaint with the police on the 11th on charges of attempted fraud, obstruction of business and obstruction of bidding against the two architectural offices that formed the consortium, citing violations of the architectural design competition guidelines.
In addition, Heerim Architects issued a corrective order to stop the competition process, saying that Heerim Architecture violated the Seoul Metropolitan Government’s reconstruction regulations and union competition guidelines.
