Through a patrol in the city of La Paz, Police captured five foreign subjectswho allegedly belong to a gang dedicated to money lending called ‘drop by drop’, a mechanism for collecting money with high interest.
The five foreigners of Colombian and Venezuelan nationality were intercepted in a popular La Paz area when they tried to collect a loan by intimidating the victim. In addition, these people had among their belongings notebooks where they had presumably registered names of other lenders.
In this regard, the head of the Property Division of the Special Force to Fight Crime (Felcc) of La Paz, Gonzales, reported that the five men are under arrest and they will be investigated for the criminal offenses of extortion, criminal association and usury.
“There are five foreigners who made loans to people who are engaged in commerce with disproportionate and high interest rates that Bolivian law demands. We have called this type of modus operandi a drop-by-drop loan,” said the police chief.
The police report states that foreigners are dedicated to lending large sums of money people engaged in informal trade; however, the interests exceeded the usual ones required by law for each loan and that each borrower had to pay a certain sum of money daily.
The irregularity detected by the Police it points to the interest on the loan and the way borrowers are charged. These people used violent mechanisms to make the payments.
