39 Unreceived Messages to Child Protection Found in Altinn: Police Investigate Possible Information Leak

The police in Finnmark have found 39 messages to child protection sent through Altinn that have not been received by the municipalities.

The police district is now in the process of contacting the municipalities concerned, to investigate whether they may have obtained the information in another way.

– We want to double check whether they have received letters in another way, for example whether letters with the same information have been sent by post, says police inspector Jørgen Holte to NTB.

Letter sent in 2021

Investigations have revealed that a total of 39 letters have been sent via Altinn. The oldest is from 2021.

– It seems to be exclusively information for the child protection service, says Holte.

The police district began to investigate after it became known that messages to child protection had not reached recipients in Bergen, Lillehammer and Lillestrøm. Holte says the police are now looking more closely at what type of messages the 39 letters were about.

– It may look like some are notifications. These are letters we send to child protection if an investigation is launched in a case. It is a bit too early to say anything about the content of the messages, we are going through them now, he says.

He currently has no knowledge of whether there are also messages of concern among the 39 letters.

– Can you find more messages ahead?

– I don’t think there will be more, but we have to follow and catch them. We will also not be using Altinn in the future. It will be normal postal delivery from now on.

He says it may still be that the municipalities have received important information.

– In many of the cases, we have been in dialogue with the local child protection agency in the follow-up of the cases. In most cases, they will be aware of our concerns.

More investigating

The error was discovered by Lillehammer municipality two weeks ago. They notified the State Administrator that other municipalities could be affected.

In Bergen municipality, 118 unread police reports have been discovered, 77 of which were for child protection. In Lillestrøm, 15 missing reports of concern have been mapped.

The police districts are now investigating whether there are messages sent via Altinn that have not arrived. The Directorate of Digitalisation has confirmed that the police have used the communication channel Altinn for something it was not intended for.

Holte says it is as new for the police in Finnmark as the rest of the police in Norway.

– The police have had the impression that this system has worked.
