Pension Information Act: Centralized Retirement Savings System and Concerns over Data Security

236 deputies voted for the adoption of the Central Pension Information Act, 176 were against, 33 abstained. The bill will now go to the Senate for consideration. Earlier, the Sejm did not agree to KO’s motion to reject the bill in its entirety.

In Rosati’s opinion, the arguments given in the justification of the act that too many logins and passwords for accounts are needed are comical and do not justify the establishment of a new institution. He stressed that the solutions contained in the act give rise to the risk of abuse.

– CIE is to be run by the commercial law company PFR Portal, subordinated to the Polish Development Fund, which is an institution subject to the supervision of the Prime Minister. Therefore, all data on our pension savings will be collected by a company supervised by the prime minister of the government, and over which the minister of digitization exercises day-to-day control (…). It so happens that the Minister of Digitization is Janusz Cieszyński, known for the fact that he clearly pursued an uneconomic policy in the Ministry of Health – he said.

All information in one place

Through the Central Pension Information (CIE) users will have access to e.g. to overview information on the state of retirement savings and the amount of future benefits. Information on the balance of accounts in the public pillar, i.e. primarily in the systems operated by ZUS and KRUS, in the private employee pillar, i.e. in the Employee Capital Plans (PPK) and in the Employee Pension Programs (PPE), as well as in the private individual pillar: IKE, IKZE and OFE. Information from CIE will be available via the gov.pl domain or via the mobile application.

The justification for the project states that “Poles do not have the comfort of controlling all their savings accumulated with a view to the future”; “there is no single, coherent, destination where such information can be obtained comprehensively without having to turn to many institutions.” As a result, it was assessed “It also results in low interest in saving, low saving discipline, and even potentially limited trust in savings institutions.”

Data in the hands of PFR

Accordance with the law the Polish Development Fund will be responsible for collecting, organizing and organizing pension information and electronic services within the CIE. PFR will be responsible for ensuring protection against unauthorized access to the data stored in CIE, the integrity of this data and providing the obliged entities with access to the system. PFR will also enable the integration of CIE and ICT systems of ZUS and KRUS as well as obliged entities.

According to the draft, PFR and entities of the PFR group are to develop the architecture, launch and implement the IT infrastructure of the CIE system, ZUS and KRUS are to provide information on insured accounts and sub-accounts, as well as conduct information and promotional activities of the CIE system.

The computerization department of the Chancellery of the Prime Minister will be tasked with integrating the CIE system with the gov.pl website and the public mobile application, integrating with the National Electronic Identification Node in the field of CIE user authentication, for access and exchange of information obtained from public registers.

The maximum limit of state budget expenditure in the years 2022-2031 for the construction and operation of the CIE is set at PLN 215 million.
