Changes to Department Leadership: Separate Positions Created for Youth Welfare and Education & Sport Departments

The head of the education, youth and sport department, Robert Pfeiffer, will leave the state capital of Potsdam at the end of September at his own request. After consultation with the designated deputy Dr. Walid Hafezi, who will take up his post in Potsdam on September 1, the currently incumbent Deputy Brigitte Meier and the Lord Mayor have decided to separate the areas of youth welfare and education and sport and to advertise the position of head of the youth department. The current second head of department, Annegret Lauffer, will provisionally lead the department of education and sport. The department and the staff council as well as the chairmen of the youth welfare committee and the committee for education and sport were informed today about the planned organizational separation.

This ends the dual leadership in the department management that has been used for the first time since 2019 as a model. The dual leadership has proved to be difficult to implement both in the internal delimitation of the technical supervision and in the external representation. Among other things, it was not until February 2023 that the delimitation of the legal obligations of the youth welfare office was finally regulated in accordance with the law, and the results of the organizational investigations in 2019 were not fully implemented. “Our thanks go to Robert Pfeiffer, who has had to bear the entire responsibility of the department for nine months and has worked selflessly in the past few months to end the construction sites in the department and reduce their number,” explained the deputy Brigitte Meier.

The new call for applications and the specific organizational structure will be coordinated in close cooperation between Brigitte Meier and Dr. Drafted by Walid Hafezi. The aim is to publish the advertisement before the designated deputy takes office. In addition, Dr. Walid Hafezi will take over the management of the youth welfare office from September until the new appointment.

Initially, it was planned to make organizational changes only after the new deputy Dr. to undertake Walid Hafezi. Because for the new tasks, such as the operation of our own municipal daycare centers and the gradual transfer of tasks according to SGB VIII for children and young people with a mental and/or physical disability (including youth welfare) from division 3 to the responsibility of the youth welfare office, the division youth are empowered. This will make the youth welfare office even bigger and give it the task of implementing inclusive youth welfare and is therefore also responsible for the relevant institutions in this field. Due to the upcoming personnel changes, the planned restructuring will be brought forward in coordination with the new deputy.

The Deputy Brigitte Meier, who is currently responsible for the division, says: “Ever since I took over in February, I have had the impression that the organizational structure developed in the division in 2019 is not expedient. The lack of differentiation in the dual leadership of the department has also led to friction losses. I would have liked it if the new alderman could have made that decision after his arrival. Due to the announced departure of Mr. Pfeiffer, we have now mutually agreed to structure the department differently and to re-advertise the management.”

In future, in addition to the culture and museums department, library, adult education center and music school, Division 2 will once again include the education and sports department and the youth department.
