In terms of human resources (HR), the French Navy has chosen to organize the management of its civilian personnel within naval training establishments (EFM). As such, the management of the EFM Toulon has a population of 1,200 civil agents of all statuses (civil servants, state workers, contract agents) distributed in several organizations.
