The Ineffectiveness of the South Korean Ministry of Unification: A Call for Reevaluation and Reform

After the inauguration of the Yun Sung-ryeol administration, there were a series of voices questioning the role of the South Korean Ministry of Unification (corresponding to a ministry). Dialogue with North Korea ceased in 2020 during the previous Moon Jae-in administration, and the Ministry of Unification has become nameless since then. The Ministry of Unification has 600 employees, but for the past three years, they have been doing nothing but killing time. It would be unavoidable for people to shout that the Ministry of Unification is useless.

The main task of the Ministry of Unification is to develop and promote unification policies. The Ministry of Unification is also responsible for improving the human rights issues of North Koreans. However, after the Sunshine Policy, the Ministry of Unification has transformed into a government agency that gives cash and rice to North Korea and, in return, organizes inter-Korean events. However, no one would think that these supports and events were positive for unification. It was only used by the Kim Jong-un regime of North Korea, which is promoting nuclear development.

The Ministry of Unification immediately lost its job when North Korea stopped inter-Korean events. Then, before I knew it, I began to take a look at North Korea’s complexion and to make it feel good. Even when North Korea carried out a barbaric act of blowing up the inter-Korean liaison office, which is a South Korean asset in Kaesong, it did not even protest. When Kim Yo-jong, vice-minister of the Workers’ Party of North Korea, said, “Prohibit leaflets,” the Ministry of Unification immediately submitted a leaflet ban bill to the National Assembly. North Korea’s nonsensical statements and insulting statements are also interpreted in a selfish way, saying that they “mentioned the possibility of dialogue.” Even though the international community continues to impose sanctions on North Korea, he was preoccupied with thinking about ways to help North Korea. Meanwhile, the establishment of the North Korean Human Rights Foundation has been neglected for seven years.

The South Korean Ministry of Unification must reconsider its goals, roles and functions from the beginning. It is to maintain the basis of the national community-style unification policy that was put forward more than 30 years ago and put together a new future unification plan in which the residents of the North and South can live together in prosperity under a liberal democratic system. It is also necessary to use the networks of North Korean defectors to quickly grasp and analyze changes in North Korea’s political, economic, social and cultural aspects, and to apply this to policy toward North Korea. We must make the international community aware of the current state of human rights issues in North Korea, and we must also make efforts in various fields to resolve human rights issues. It is also the job of the Ministry of Unification to develop routes that allow North Koreans to easily obtain various types of information.
