Enormous External Pressure and Unconstitutional Actions Surrounding Adoption of Controversial Law in Bulgaria

“This law was not written in Bulgaria. It is submitted from outside and enormous pressure is exerted for our National Assembly to vote on it. I do not rule out that they will also put pressure on the Constitutional Court”.

This commented before NEW NEWS Prof. Georgi Bliznashki, former acting Prime Minister, constitutional law expert on the adopted mechanism for control over the Prosecutor General.

According to him, “the law that was adopted to seek the criminal responsibility of the chief prosecutor is frankly unconstitutional, the Supreme Court of Cassation told them so, but that did not stop them.”

According to him, the visit of Jim O’Brien, head of the Office of Coordination of Sanctions at the State Department, had an impact on the mechanism’s vote.

“He brought order, explained to our politicians that they either act the way they are shown or they will be in big trouble. And suddenly everyone voted for this law in the National Assembly”, said Bliznashki.

Regarding the legal changes that reduced the majority required to elect and remove the chief prosecutor, Prof. Bliznashki commented:

“Once the law has already been implemented once, there is no going back. The Supreme Judicial Council removed the chief prosecutor, the question arises whether it can choose the new one, and suddenly they remembered that the SJC’s mandate has expired”.
