ROME – It was supposed to be the day of respected commitments. To be lined up, one after the other, up to twenty-seven. Because there are so many the objectives of the Pnrr that Italy had to reach by today to request from Brussels the fourth installment, which is worth 16 billion. But the negotiation does not erase the worry. From fact-checking to Republic five critical issues emerge, to which two more must be added, government sources explain.

The problems concern the nursery schools, one of the symbolic measures of the Pnrr: by today it was necessary to assign 100% of the works for the construction of about 265,000 new places. Or three months more time, until the end of September, to award all the contracts, excluding at that point the municipalities that are late.

Problems for too hydrogen refueling stations: the Commission must give the go-ahead to cut the awards from 40 to 35 (alternatively, a new tender will be needed).

Not even the objective for awarding the works relating to the 20,500 electric columns to be installed on motorways and in urban centres: as for kindergartens, it was asked to re-modulate the June target, with the reassurance that the delay will be made up for in 2024.

The critical issues also concern the project for the new Cinecittà studios: the contracts for the construction of nine theaters have been signed, but Brussels must give the green light to the variation of the general target (17 theaters were initially envisaged).

Already published three decrees to implement criminal and civil justice reformsbut it takes a few more weeks to adopt the missing texts.

The negotiation path for the fourth installment is narrow: the government aims to reach an agreement with Brussels by July. Only in this way will the 16 billion be able to arrive by the end of the year. Late. But bypassing July would mean going even further, to next year.
