Located in front of the new municipal cemetery of district 4 in Songdin, the land in question has an area of 3 hectares according to the technicians of the town hall. It belongs to a real estate developer whose name has not been revealed. The latter, without following the normal procedure (no document), divided up his land just in front of the main entrance to the cemetery. Here, Harouna Ouédraogo tells us, it is not his right to the land that is called into question, but the activity he carries out, real estate development. This activity is governed by a law adopted by the Transitional Legislative Assembly on June 20th. This promoter even used the easement of the cemetery. According to the technical services of the town hall of arrondissement 4, the promoter in question was arrested twice by the municipality but he never showed up. Harouna Ouedraogo will add: “we want to clean up the environment and tell people that this kind of activity is prohibited”. It all started with an observation by the technical services of the town hall of arrondissement 4. According to Tégwindé Yacinthe Tiendrébeogo, head of the technical team at the town hall of arrondissement 4, after the observation, the superiors were notified of the inequality of this operation. And with the regional management of the Center for Town Planning, Land Affairs and Housing, it was decided to carry out this operation to give a strong signal to all those people who engage in the illegal parcelling out of land. This real estate developer who illegally parceled out his land, in front of the municipal cemetery of district 4, is not the only one in Ouagadougou. And the Ministry of Urban Planning, Land Affairs and Housing will continue the operation with the assistance of the presidents of the special delegations of the municipality of Ouagadougou. And noted Harouna Ouédraogo, Komsilga is in the sights. He warns “all real estate developers who do not comply with the provisions of the law will suffer all the rigor in the event of an infringement”.
